On 31 May 1999 the Council officially concluded the Partnership and Co-operation Agreement (PCA) between the European Communitites and Georgia. This PCA entered into force on 1 July 1999. This agreement together with agreements with Armenia, Azerbaijan, and Uzbekistan was signed in 1996. The PCAs(1), which replace the co-operation agreement concluded in 1989 between the EU and the USSR for all these countries, provides for strengthened co-operation in a large number of sectors: legislative, economic, social, scientific, technology and culture.

Where such co-operation involves education and/or training, the Parties shall co-operate with the aim of raising the level of general education and professional qualifications in Georgia, both in public and private sectors.
