On 31 May 1999, the Council officially concluded the Partnership and Co-operation Agreement (PCA) between the European Union and Armenia. This agreement was already signed in April 1996. The PCAs(1), which replace the co-operation agreement concluded in 1989 between the EU and the USSR for Armenia, as well as for Azerbaijan, Georgia, and Uzbekistan provides for strengthened co-operation in a large number of sectors: legislative, economic co-operation, scientific, technology and culture.

Where such co-operation involves education and/or training, the Parties shall co-operate with the aim of raising the level of general education and professional qualifications in the Republic of Armenia, both in public and private sectors.
