Scientific, Technological and Cultural Co-operation Agreement with the Republic of Kazakhstan

On 12 May 1999, the Council officially concluded the Partnership and Co-operation Agreement(1) (PCA) between the European Communities and the Republic of Kazakhstan. The PCA entered into force on 1 July 1999. The objectives of this partnership are to provide a basis for political, economic, social, financial, scientific, technological and cultural co-operation.

Co-operation in science and technology shall cover:

Where such co-operation involves education and/or training, the Parties shall co-operate with the aim of raising the level of general education and professional qualifications in the Republic of Kazakhstan, both in the public and private sectors.

Where information and communication co-operation is involved, the Parties shall support the development of modern methods of information handling, including the media and, of programmes aimed at providing the general public with basic information about the Community and the Republic of Kazakhstan.

The Parties also undertake to promote, encourage and facilitate cultural co-operation.

The Republic of Kazakhstan will benefit from the Community financial assistance, covered within the framework of the TACIS programme.
