Scientific and Technological Co-operation Agreement between the European Union and Australia

The Agreement relating to Scientific and Technical Co-operation between Australia and the European Community entered into force in July 1994. The agreement does not provide research funding or other financial support to Australian researchers, but is a basis for forming equal partnerships for research. Australian researchers can participate as full partners, but on a self-funding basis in some areas of research under the Fourth Framework programme for research and technological development. This includes the fields of information technologies (Esprit) and communication technologies (Acts). Co-operation also includes exchange of information, visits and exchanges of scientists for the purposes of participating in relevant seminars, symposia and workshops.

The agreement with Australia has allowed 37 joint projects to be launched under the Fourth Framework programme.

On 24 September 1998 the Council of Ministers authorised the European Commission to negotiate an amendment to the scientific and technological agreement between the European Union and Australia. On 29 April 1999 the EU Council of Ministers adopted a decision concerning the signature of the amendment to this agreement. By its decision of 29 April 1999, the Council concluded the agreement amending the agreement relating to scientific and technical co-operation between the European Community and Australia.(1)

By signing this agreement on 8 July 1999, the European Community and Australia gave fresh impetus to their scientific and technological co-operation. The amendment extends collaboration to all the thematic programmes of the European Fifth Framework programme for research and development. This includes the specific programme on a User-friendly Information Society (IST programme), which makes reference to libraries, archives and museums.

The Agreement will enter into force shortly after the Australian procedures are concluded.
