Framework Cooperation Agreement between the EU and the Republics of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama
On 1 March 1999 the framework Cooperation Agreement between the European Union and the Republics of Costa Rica, El Salvador, Guatemala, Honduras, Nicarague and Panama entered into force. The text is published in the Official Journal nr. L 63 of 12 March 1999. The Cooperation Agreement covers several fields for cooperation, including:
- Cooperation in the field of science and technology, in particular by exchanging scientists, establishing closer links between scientific and technological communities, promoting transfers of technology, and building up the research capacity of the Central American countries.
- Cooperation in the field of information technology and telecommunications, among others in the area of computerisation and automation, and research and development in new information technologies. This cooperation shall take place in particular through joint projects relating to research and development, the establishment of information network and databanks, facilitation of access to existing databanks and information networks.
- Cooperation in the field of information, communication and culture, in order to promote understanding of the nature and aims of the European Union and of Central America, and to strengthen their cultural ties. In particular, these measures shall take the form of:
- exchanges of information on issues of common interest in the fields of culture and information;
- organisation of cultural events and exchanges, particularly exchanges at university level;
- preparatory studies and technical assistance for the preservation of the cultural heritage.
- Cooperation in the field of training, taking account of new technologies in the field.
