REGIONAL AND STRUCTURAL POLICY
European Regional Development Fund (ERDF)
In the period 2000-2006, the ERDF will grant financial assistance under the Structural Funds' two regional objectives.
European Social Fund (ESF)
In the period 2000-2006, it will provide financial assistance for vocational training, re-training and job creation schemes under Objective 3 as well as for projects under Objectives 1 and 2 of the Structural Funds. ESF assistance is targeted particularly at unemployed youth, the long-term unemployed, socially disadvantaged groups and women.
During the period 1994-1999, the ESF supported two Human resource Community Initiatives. The ADAPT Initiative aimed to help employers and workers anticipate industrial change and deal with its effects, as well as facilitating transition into the Information Society. The EMPLOYMENT Initiative targeted groups that faced specific difficulties in the employment market. Employment operated through four inter-related strands:
- Now which promoted equal opportunities between men and women in the labour market;
- Horizon which focused on the disabled;
- Integra which targeted at disadvantaged and vulnerable groups;
- Youthstart which aimed to improve training and employment opportunities for young people.
For the 2000-2006 period, a new Initiative, EQUAL, takes over from Employment and Adapt.

CO-OPERATION WITH THIRD COUNTRIES
The European Commission has simplified procedures for the awarding of contracts in the area of external relations. There are currently more than 40 different tendering procedures, used within the framework of numerous external aid programmes (Phare, Tacis, Obnova, Meda, Ala, EDF, etc.). These will now be progressively replaced by eight simplified procedures for the procurement of services, works and supplies, applicable to all EU-financed projects worldwide.
