This is an initiative launched by the Ministry of Education, Culture and Sport as Reading Promotion Plan in Spain 2001-2004. The Plan combines a series of actions in different areas within the Ministry, which has allocated the necessary budgetary provisions.

The plan initiatives are being undertaken by the Ministry and under his responsibility, but in conjunction with other administrative bodies and institutions as the Spanish Federation of Municipalities and Provinces and the Spanish Associations of Bookshops and Publishers.

The national library authority in Spain is the Sub directorate General for Library Coordination, which is an administrative unit that reports to the Directorate General of Books, Archives and Libraries, a division of the Secretariat of State of Culture at the Ministry of Education, Culture and Sport.

Through the Sub directorate General for Library Coordination, the Directorate General of Books, Archives and Libraries implements the Ministry of Education and Culture’s library policy, including nation-wide policy programmes aimed at the development and coordination of different types of libraries in Spain.

The Directorate General of Books, Archives and Libraries is therefore the main Spanish administrative body concerned with library issues and the point of reference within the State administration for all the administrations, institutions, groups and agents involved in the Spanish library sector, ranging from the governing bodies of regional library systems, through the different networks of specialised libraries or professional associations, to the colleges and schools of higher education that teach librarianship and documentation courses.

The main policies of the Sub directorate General for Library Coordination are directed at the development and coordination of the Spanish library sector, the promotion of international relations concerning libraries, the establishment, equipment and promotion of State Public Libraries and the preparation of the National Union Catalogue of the Bibliographic Heritage.
